So this potion can work for anything

This is incomplete. Potions are spells in liquid form. Baths, lotions, soups, teas, and more, can be considered ''potions.'' If this person is making rose water, there are several ways to do this, but this is the most bare-bones way. You can leave herbs in water, thought this is more common for oils. Oils also falling under the umbrella of ''potions.'' Water based potions are usually used once made and not shelved. There are blessed waters, but they normally have no items in them. Place a jar of water in the sunlight for sun water. Place a jar of water in the moonlight for moon water. Collect rain for rain water. If the rain is violent, this can be storm water. If you were to use water and herbs, it is usually for a potion you will use, either added to a bath or drunk, not stored for later. Also, not all potions are safe for consumption, please research ingredients.
