does this work?

try it and see, but spells of this nature [self-improvement spells] only work if you put in the effort. do this before practicing and if it works you would see results quicker than if you didn't cast a spell.

so it work ?

I'm in a Choir class, and have been singing for most of my life before the class, so does that count as the proper effort to change my voice? I think it does, but I'm new to this.

Yeah, it does.

Wait, do you pour the boiling hot water on your hands? If so, isn’t that dangerous?

It does not appear to be written to suggest this. I imagine the author meant when the liquid has cooled. They did not specify this however.

I think the water is only supposed to be boiling when you pour it into the bowl. When you’re supposed to pour it onto your hands, it does say “after a few minutes.” I took that to mean that you’re supposed to wait for it to cool down before pouring it on your hands.

I'm looking for a spell to protect your beautiful singing voice. Anyone know anything?

Combining this with practice might improve your voice, but it will not instantly improve your voice.

Would drinking this like a tea work? I don’t know but it feels like that makes more sense then pouring on your hands?

It does make more sense that way, perhaps also adding a final fisualization of the warmth in your throat as you swallow a sip being the energy of the spell washing through your vocal chords to soothe, cleanse, and free them. Though if you do this be aware of how much salt you put in. You don't need more than what you can pinch between thumb and forefinger.

Adding a tablespoon of lemon right before drinking could also boost the effectiveness. Stage-people often will drink a shot of lemon ( not concentrate) right before hitting the stage to clear the pipes- so to speak.

Have a full-sized cup/mug, and sip it down as a warm tea/tisane as a part of your warm-up routine. Then do a couple scales, hiss-pops, and what one singer (Malinda Sings ; youtube) refers to as 'Darth Vader breathing'. That's when you open up your throat, mush your tongue onto the hard palette (roof of your mouth) as you start to exhale so it pops out sounding like a ''Kooohhhh..''. Then mush the back of the tongue against the soft pallette (the soft part of the roof of your mouth) and breathe in so your lower throat is pulled open by the negative pressure before releasing the tongue so your breath rushes in with a ''Kaaaahhh..''

Pouring a boiling water and herb and salt mix over your hands like this is just dangerous. A few minutes to cool as this suggests is not nearly enough time for boiling water to cool down. As a tea I'd leave the salt out of the mixture entirely. Personally I wouldn't use this spell.
