If you wish to make fake blood, that is not Magic. You cannot turn water into blood with Real Magic.

I don't think these are stable elements, especially in water, so I wouldn't attempt this to be safe.

1. excessive use of caps is against site rules. As for your request, what type of spell are you looking for? Magick on the physical plane is a neutral force of nature, it's ruled by nature, and therefore doesn't contradict nature. Turning water into blood is not possible naturally, therefore it won't work magically. Magick brings natural change. Casting a spell for good luck would work because you're charging the energy around you to attract good fortune. A curse works by charging the neutral energy around a person/place/object with negative intention, thus poisoning the energy around the person, and bringing misfortune. A spell to grow an extra limb won't work because 1. humans can't regrow limbs at will and 2. magick only effects energy to bring change.
